The first blades for wind turbines will be manufactured in Ulyanovsk in early 2019

3 Sept 2018 A solemn time-capsule ceremony was held at the construction site of the Vestas wind turbine blades manufacturing plant in Ulyanovsk. The event was attended by Governor of the Ulyanovsk Region Sergey Morozov, Head of the RES Investment Division of RUSNANO Alisher Kalanov, Vestas Russia General Director Kimal Yusupov, and the Chairman of the Board of Directors of the Ulyanovsk Region Development Corporation and ULNANOTECH Dmitry Ryabov.

Vestas Manufacturing Rus is localising production of composite turbine blades for 3.6 MW capacity wind turbines, which have no analogues in Russia in the Ulyanovsk region.  Project is partnered by Vestas, RUSNANO, and the Consortium of Investors of the Ulyanovsk Region, of which Ulyanovsk Nanocenter Ulnanotech is a part. Investments will exceed RUB 1 billion and will create over 200 new high-tech jobs for the region’s residents. The annual output will amount to approximately 300 wind turbine blades.

The Vestas production site is located on the territory of the aviation cluster in Ulyanovsk. Construction works are carried out by the Ulyanovsk company DARS according to the established project terms. About 60% of the planned activities have already been completed. Production of the first wind turbine blades will launch in early 2019.

The unique production of wind turbine components is part of a special investment contract between Vestas Manufacturing Rus, the Ministry of Industry and Trade of the Russian Federation, and the Ulyanovsk region. This special investment contract, concluded for a period of 8 years, was the first of its kind in the national power engineering sector.

The Danish company Vestas, world leader in the production of wind turbines, together with RUSNANO, is successfully transferring wind power technologies and increasing its production capacity in Russia. The production of blades in Ulyanovsk will be one of the key stages of the program for the localization of wind power equipment in Russia. In May 2018, Vestas already launched the production of wind turbine nacelles in the Nizhny Novgorod region. Vestas has been chosen as the supplier of wind power equipment for the Wind Energy Development Fund (WEDF) (created by RUSNANO and Fortum on a parity basis) which implements wind farm construction projects with a total capacity of over 1800 MW.

Alisher Kalanov, RUSNANO Head of the RES Investment Division

“All the necessary conditions for the formation of the wind power industry are being created in the Ulyanovsk region. The construction of a plant for the production of equipment is in its final stages, the country's first wind farm has already been built, the construction of a second wind farm with a capacity of 50 MW is in full swing, and a new University department has been opened for training specialists in the field of wind power. In addition to the blades, our localization program together with Vestas foresees the production of wind towers in Russia. This will ensure compliance with the renewable energy localization requirements in the wholesale market.”

Kimal Usupov, Vestas Russia General Director:

“The Vestas team is very proud of the successful promotion of such a large investment project in Russia. In addition to the infrastructural investments the plant will create sustainable high-tech jobs in Ulyanovsk as soon as construction is complete.  In general, the localization project of wind power plants in Russia will allow our country to both develop renewable energy and create new promising areas within the national power engineering field.”
