Ulyanovsk Wind Turbine Blade Manufacturing Plant Vestas Exports 48 Blades to Denmark for the First Time Ever

An official videoconferencing ceremony marking the first export product shipment to Denmark was held on 14 April at the site of the wind turbine blade manufacturing plant “Vestas Manufacturing Rus” in Ulyanovsk.



The ceremony was attended by Yuri Borisov, Deputy Prime Minister of the Russian Federation, Sergey Morozov, Governor of the Ulyanovsk region, Carsten Søndergaard, the Danish ambassador to Russia, Anatoly Chubais, Chairman of the Executive Board. RUSNANO Management Company LLC, and Kimal Yusupov, General Director of Vestas Manufacturing Rus.

A batch of 48 blades was sent from the plant site to the customer in Denmark for a new wind farm construction. Export of one of the wind turbine key components, localized in Russia, is carried out for the first time in the history of domestic power engineering.

From Ulyanovsk, the blades, each 62 meters long and 12.5 tons weight, will be transported by truck to the port of Tolyatti, from where they will be delivered to the customer in Denmark by mid-May by water on two vessels. The equipment is designed for Vestas V126- 3.45 MW turbines and will allow the buyer to build 55 MW of new wind generation.

According to Andrey Redkin, head of the wind energy development group at the Ulyanovsk nanocenter, the shipment of the first batch of blades for export is another milestone in the development of wind energy in Russia and the result of coordinated work of all project participants: from the plant's working staff to the Government of the Ulyanovsk region, RUSNANO, the nanocenter and other partners. “This production is unique for Russia, but we need to go further, namely, create other component production, go deeper into localization, develop the research component based on the mastered technologies, and strive to become a worthy player in the world market,” he remarked.

Joint venture “Vestas Manufacturing Rus” (project participants: nanocenter ULNANOTECH, Vestas, RUSNANO and Ulyanovsk Region Investor Consortium) was launched in December 2018. The company produces wind turbine composite blades unparalleled in Russia. The production is sited in the territory of aviation cluster in Ulyanovsk. The blades are designed for wind turbines with 3.4 MW to 4.2 MW capacity.

The volume of investments amounted to more than 2 billion rubles, 400 jobs were created.

The unique production of wind turbine components was created under a special investment contract (SPIC) between Vestas Manufacturing Rus, the Ministry of Industry and Trade of the Russian Federation and the Ulyanovsk region. The SPIC concluded for a period of 8 years is the first special investment contract in the domestic power engineering. In exchange for the JV’s commitment to create industrial production that has no analogues in the Russian Federation, the mechanism guarantees stability of tax and regulatory conditions for successful technology transfer.

 

Danish manufacturer Vestas, a world leader in wind power generation, together with RUSNANO is transferring wind energy technologies and increasing its production capacity in Russia. The blade production in Ulyanovsk has become one of the key stages of wind power equipment localization program in Russia (18% contribution to the degree of wind turbine component localization). Vestas was selected as a wind turbine equipment supplier for the Wind Energy Development Fund (established on parity basis between RUSNANO and Fortum), which implements wind farm construction projects with at least 1,800 MW total capacity until 2023.
